Tension is french for Voltage. When designing High-Voltage transmission lines, the utilities didn't want to scare people, so they decided to use the term "tension" instead of Voltage (which is also somewhat appropriate, since high-tension lines also have high tension!)

Power coming from generators, such as dams or nuke plants first travels along Transmission lines. These are at very high voltages (139KV to 1MV or so). Transmission lines travel relatively long distances, and are referred to as "High Tension" lines.

The transmission lines eventually wind up at substations (those fenced-in big transformer things scattered around). Here the power gets stepped down to about 13KV or so, and sent out over the power poles. These are called distribution lines (because they distribute the power to nearby neighborhoods). Presumably, this could be called "low tension" lines, although I haven't heard of them referred to that way.
